Post-Matric Scholarship for ST Students, Meghalaya 2023-24 is an initiative for ST students of the state pursuing higher studies after completing Class 10. Funded by the Ministry of Tribal Affairs (Central Government) and implemented by the Department of Education (Meghalaya State Government), this scholarship offers a monthly allowance of up to ₹1,200 and other benefits.
Post-Matric Scholarship for ST Students, Meghalaya 2023-24
Deadline09-Feb-2024 Eligibility To be eligible, an applicant must:-
- be an Indian national
- be domiciled in Meghalaya
- belong to the Scheduled Tribe (ST) community of the state
- be pursuing higher studies at the post-matric level from a recognised institution/university
- have passed Class 10 from a recognised university or board of education
- have an annual parent(s)/guardian(s) income of not more than ₹2,50,000 from all sources
Note:-
- Candidates who, after passing one stage of education, are studying in the same stage of education in different subjects, i.e., I.Sc. after I.A. or B.Com. after a B.A. or M.A. degree in one subject and an M.A. degree in other subjects, are ineligible.
- Candidates who, after having completed their educational career in one professional line continue professional studies in a different line e.g. LLB. After B.T./B.Ed. degree will not be eligible.
- The students pursuing part-time courses are ineligible for the scholarship.
- Applicants must not be availing any other scholarship/stipend for the same course from any other source.
Benefits The selected scholars will receive the following benefits:-

Phil., Ph.D. and Postdoctoral research in Medicine (Allopathic, Indian and other recognised systems of medicines), Engineering, Technology, Planning, Architecture, Design, Fashion Technology, Agriculture, Veterinary & Allied Sciences, Management, Business Finance/Administration, Computer Science/Applications.
b) Commercial Pilot License (including helicopter pilot and multiengine rating) course.
c) Postgraduate Diploma courses in various branches of management & medicine.
d) C.A./I.C.W.A./C.S./I.C.F.A. etc.) M. Phil., Ph.D. and Post Doctoral Programmes (D. Litt., D.Sc., etc.)
f) L.L.M.
1,200 550 Group 2 a) Graduate/ Postgraduate courses leading to Degree, Diploma, or Certificate in areas like Pharmacy (B Pharma), Nursing (B.Nursing), L.L.B., B.F.S., other para-medical branches like rehabilitation, diagnostics, etc., Mass Communication, Hotel Management & Catering, Travel/Tourism/Hospitality Management, Interior Decoration, Nutrition & Dietetics, Commercial Art, Financial Services (e.g. Banking, Insurance, Taxation etc.) for which entrance qualification is minimum Sr. Secondary (Class 12)
b) Postgraduate courses that are not covered under Group-I (e.g. M.A./M.Sc./M.Com./M. Ed./M. Pharma etc.)

The number of awards for CPL will be ₹10 per annum. The selection of 10 ST students for CPL course will be made through the Directorate General of Civil Aviation (DGCA). Application for the CPL course will be invited through advertisement. Interested ST students may apply for selection for a grant or scholarship for pursuing a CPL course.
Additional Allowances for ST students with disabilities:-
a) Reader Allowance:-
Level of Courses Reader Allowance (₹ per month) Group 1 and 2 240 Group 3 200 Group 4 160 b) Transport allowance of ₹160 per month for disabled students, if such students don't reside in the hostel
c) Escort allowance of ₹160 per month for severely handicapped day scholar students with low extremity disability
d) Special Pay of ₹INR 160 per month
e) ₹240 per month towards extra coaching to mentally retarded and mentally ill studentsStudy Tour:- The study tour charges up to a maximum of ₹1,600, limited to the actual expenditure incurred will be paid to the student studying professional and technical courses.
Thesis Typing/printing charges:- Thesis typing/printing charges up to a maximum of ₹1,600 will be paid to research scholars on the recommendation of the Head of the Institution.
Book Allowance for Students Pursuing Correspondence/Distance Education Courses:- The students pursuing such courses are eligible for an annual allowance of ₹1,200 for essential/prescribed books besides reimbursement of course fees.
Note:-
- The students belonging to Scheduled Tribe (ST) covered under the scheme can also get such additional benefits from other schemes which are not covered under the scheme.
- The disability as defined under the said Act has to be certified by a competent medical authority of the State Government/UT administration.
Central assistance to states/UTs for setting up book banks is limited to the following ceiling or actual cost of a set, whichever is less:

Courses Amount in ₹ per student Postgraduate courses in Medical, Engineering, Agriculture, and Veterinary courses such as other technical courses as approved by the universities/institutes of higher learning 5,000 Law courses. LLB (3 years and 5 years) and LLM (2 years) Chartered Accountancy (intermediate and final) MBA degree (2 years) and similar courses Bio-sciences courses - Up to ₹2,000 or the actual cost whichever is less, will be provided for the purchases of a steel almirah which can be used for storing books in each Book Bank. This will include transportation costs.
- 5% of the total Book Bank grant will be set aside for binding, stitching, and other book maintenance needs.
Note:-
- The said set of books will include braille books, talking books, and cassettes for visually handicapped students.
- To ensure efficient use of the scholarship's book grant ceiling, essential textbooks will be provided to ST students in installments. The specific timing and number of installments will be designed according to each student's course duration and semester structure.
- Books in the Book Bank will be used for 3 years to ensure students have access to the latest editions.
- After 3 years, these books will be available for loan to other ST students through the institution's library, as long as they remain in good condition and relevant to the curriculum.
- When books are no longer serviceable or relevant, the institution may dispose of them following their usual library procedures and any state or UT guidelines on book disposal.
- Only the textbooks officially required for the entire course can be purchased for the book bank to ensure that all students will have access to the essential learning materials.
- When implementing the book bank scheme, the state/UT government must ensure that at least 30% of the beneficiaries are female students belonging to Scheduled Tribes, and at least 3% are students with disabilities.
Documents - A copy of a passport-size photograph
- One attested copy of academic transcripts including certificate, diploma, degree, etc. in respect of all examinations passed
- A valid caste certificate duly signed by an authorised Revenue Officer (RO), not below the rank of Tehsildar
- An annual income declaration by the self-employed parent(s)/guardian(s)
- A receipt in acknowledgment of the scholarship in the previous year (if applicable)
How can you apply? Eligible students can apply for the scholarship through the following steps:-
Step 1: Click on the 'Apply Now' link below.
Step 2: Click on the 'Register' button and fill in the required registration details. (Note:- If already registered, log in using Gmail/Mobile number/Email ID).
Step 3: Navigate to the 'Applicant Corner' and click on the 'New Registration' tab.
Step 4: Read the details carefully, tick the checkbox, and click on the 'Continue' button.
Step 5: Enter mobile number, captcha code, and OTP, then submit.
Step 6: Fill in the required details and click on 'Save & Register' to complete the registration process.
Step 7: Now click on the 'Fresh Application' tab and log in using the application ID and password.
Step 8: Fill in the required details, upload the necessary documents, and submit the application.Note:- All the applicants are advised to fill out the form correctly; no changes can be made once it is submitted. The applicants are also advised to fill out only one application, as multiple applications will cancel the form.

- The scholarship award will be renewed every year, subject to the satisfactory performance of the student in the previous qualifying exam.
- The candidates after passing one stage of education are studying in the same stage of education in the different subjects are not eligible to apply.
- The students pursuing a postgraduate course in medicine are eligible to apply for the scholarship.
- The students domiciled in one State/UT but holding an ST certificate of another State/UT can avail the scholarship in the State/UT from which the ST certificate was issued.
- The scholarships are not awarded for training courses like Aircraft Maintenance Engineer Courses and Private Pilot, License Courses, Courses at Training Ship Dufferin (Now Rajendra) courses of training at the Military College, Dehradun, Courses at Pre-Examination Training Centres of all India and State levels and Trade Courses at the Industrial Training Institute.
Rules for the Distribution of Books to Students:
- Each student will be given an identity card.
- Each student will have to submit a requisition for borrowing books from the Book Bank in a form.
- It is the student's responsibility to keep loaned books in good condition.
- In case of any damage or loss, the student will have to bear the cost of the book.
- Upon completion of each term, borrowed books must be promptly returned to the Book Bank. The College/Institution Principal is responsible for ensuring timely book returns, regardless of student status. This includes students who have completed their course and those who have withdrawn during the term.
